Santa Clarita Reroof Inspections: What the City Checks

Every reroof in Santa Clarita, Valencia included, passes through up to three city inspections: the preinspection, a sheathing nail inspection when new panels go in, and the final. Questions about your job? Call (661) 320-6955.

Our source is the City of Santa Clarita handout titled Roof Recovering and Replacement, Residential. That handout cites an earlier code cycle, so confirm the current requirements with Santa Clarita Building & Safety.

What has to be ready before the first inspection?

  • The permit. The handout bars any recovering or replacement work until a reroof building permit is issued.
  • The job card. Before the job starts, the inspection job card must hang in view of the street.
  • The address. At inspection time, the building address must be posted on the building, clearly visible from the street, in numbers at least 4 inches tall or larger depending on the view from the public right-of-way.

Core Values

What kind of ladder does the inspector need?

A ladder has to be on site at the time of each inspection. The handout sets two conditions for it:

  • A duty rating of at least 300 pounds.
  • Enough length to reach 2 feet above the roofline.

A ladder that is too short, or one that cannot carry the rated load, gives the inspector no safe way onto the roof. We leave a ladder that meets both conditions in place for each visit.

What does the preinspection check?

The preinspection is required on every roof recovery and replacement. It happens once all existing layers have been removed or, when the roof is being recovered, before the new roofing material is installed.

The inspector is there to confirm that no part of the roof structure is damaged or rotted. Citing a city amendment, the handout requires damaged deck or framing to be fixed or swapped for new material ahead of the visit, not after the inspector points it out.

When is a sheathing nail inspection required?

A roof sheathing nail inspection is required whenever new panel sheathing is installed or new framing is done. It may be combined with the preinspection.

The handout gives the nailing to expect over old board decking: 10d nails over 1x boards and 16d nails over 2x boards, at the 6/6/12-inch spacing it lists. The “d” is the penny size, the trade’s way of naming nail length. Panels run perpendicular to the rafters.

What does the final inspection look at?

When the roof is finished, the job needs a final inspection and approval. During that visit, the inspector verifies the flashing and proper lap, meaning each layer overlaps the one below it by the right amount.

The handout’s flashing rules apply here. Flashings are rebuilt following the manufacturer’s installation instructions, and metal flashing that will have bituminous materials stuck to it must be primed before it goes on.

What can hold up a Santa Clarita roof inspection?

Read against the handout, these are the items that can stop a visit or a sign-off:

  • No job card in view of the street, or no visible address.
  • No ladder, or one that does not meet the rating or length.
  • Damaged decking left in place at the preinspection.
  • Spaced boards left without new panel sheathing.
  • Cracked tile, or rusted flashing and edging, put back on the roof.
  • Flashing or lap that does not follow the manufacturer’s instructions.
  • Ridge vents added without contacting Building & Safety first.

Who extends the vents and checks attic ventilation?

The handout puts this on the contractor or homeowner. Plumbing vents, the chimney and mechanical vents have to be extended if needed, and the attic must have the proper amount of ventilation under the California Building Code.

For ridge vents, the city asks to be contacted before installation, because additional detailing or engineering may be required. A short call to the city at the start beats a correction at the final.
